It's all rather straight forward if dealing with a menacing monster, a rampaging warlock, or a cantankerous interdimensional interloper with ill intent.
Things get a bit muddy when dealing with a relatively non-threatening person who, let's be fair, has some PRETTY good reasons to question the legitimacy of their pursuer.
Though, to be fair, that "relatively non-threatening person" clearly has at least some magic, which means they cannot be assumed to unarmed, even when their hands are clearly empty.
It's a bit of a messy situation, is what I'm saying.
