Disclaimer: Cats consider their bellies a vulnerable spot. While some kitties will love a good belly rub, others will be like "hey, what the flip, you get scratched and bit now, you jerk". In pretty much any case, if you don't want to get scratched and/or bit, make sure the cat is used to you first (probably enough that they would approach you for attention rather than just the other way around), and be careful when attempting to pet their belly.
I would say it's probably okay if a cat does that thing where they stretch and show off their belly, but that might be a trap. Cats can be jerks.
