Pandora's mistake here is assuming that the magic wand stipulation had nothing to do with a desire to then start transforming everyone else at the Halloween party.
Granted, she's Pandora. She'd probably instantly know that without even bothering to think it through much if she wasn't so gosh darn frustrated with Ashley's shoes and how goody they are.
