Pandora's motivation
I couldn't decide which moment(s) to reference, so for now, I'm just going to remind everyone that Pandora's son, Adrian Raven, has been limited in what he could do due to being half-immortal, but he is free to act if magic's involved.
Therefore, if magic was widespread, he'd have more things he could do without annoying immortals.
Aside from being perpetually bored, that was Pandora's entire motivation for trying to spread awareness of magic powers by giving a bunch of people magic marks (and appearing on the news that one time)
