Given how long Pandora was around after that, it's a safe assumption this was her approach, yes.
And given the situation, I'm glad I haven't had to make any decisions like that.
That weren't in video games.
Like, this one time, at Fallout: New Vegas camp, they made me decide whether to save people trapped in an underground vault, or let a whole bunch of important crops fail?
And then I uppercut a feral mutant into a ceiling, because that's just the sort of thing that happens in that game?
