Tedd has undoubtedly thought of wands with incrementally difficult spells to cast before. They just hadn't put all the pieces together yet (such as keeping ambient magic out even being an option).

This IS a way people could build up some magic resistance in addition to personal magic power, but it's not the perfectly efficient solution that solves everything. This is due to technical nonsense that will undoubtedly be babbled at some point.

That, and it would require getting everyone to agree to practice regularly with magic wands, and I'm more convinced than ever that THAT would be an enormously difficult uphill battle.
